Work Permit Criteria for Syrians Starting a Business

Syrians, within the scope of the temporary protection, are exempted from many of the work permit criteria that are compulsory for other foreigners. Syrians starting a business in Turkey can obtain the compulsory work permit.

Applications Requirements:

• Being a taxpayer

• Registration in the chamber of commerce

• Workplace insurance registration

• Temporary Protection Identification Document/ Foreign Identification Document

• At least six months of the temporary protection has been completed

• Starting a business in the city where the temporary protection document is obtained and applying for work

• Persons under the temporary protection should not have a work permit to work with another employer or there has not been a previously unsuccessful application for the person concerned.

Work permit criteria for Syrian personnel to be employed in workplaces

Workplaces employing Syrian personnel under the temporary protection are exempted from many of the work criteria required that are compulsory for the employment of other foreigners.

It is essential that the number of employees working under temporary protection in the workplace does not exceed ten percent of the number of Turkish citizens working in the same workplace. However, in workplaces where there are no Turkish citizens or whose total number of employees is less than ten, a maximum of one foreigner under the temporary protection may obtain work permit.

The application for work permits for foreigners is made directly to the Ministry of Employment and Social Security via the online system. After the application is made, the Ministry of Labor and Social Security evaluates the application and completes it, if there are missing documents and the work permit is approved. The application process takes between 2 and 3 weeks.
The employer pays a fee of 228, 90 TL of charges and 72 TL of book value for one year, after the work permit is approved. After the work permit fee is paid, the work permit card is sent to the employer's address via PTT cargo. Then, the employee obtained the work permit must be registered in the SSK system within the legal period by the employer.
